The Central Identity Management System (CIMS) developed by the Security
Biometric Clearing Network (SBCN) and used in the US Registered Traveler
(RT) Program has been selected by the National Electronic Commerce
Coordinating Council (eC3) as the 2008 Excellence Award winner for
innovation in protecting the privacy and integrity of citizen
information. The RT program is one of the most successful voluntary
biometric programs in the world. Managed and operated by the SBCN, CIMS is the first system of its type
in the world: a multi-biometric, standards-based, interoperable identity
management system supporting local airport solutions, while enabling use
nationwide. Along with the US Transportation Security Administration
(TSA), over 70 of the nation’s airports and 30 technology companies
endorsed and approved CIMS. The CIMS is responsible for several key functions in the RT
architecture, including processing of all enrollment records,
interfacing with the Transportation Security Agency (TSA) for background
checks and participant vetting, establishment of chain of trust
throughout the system from vetted enrollments through issued
credentials, and managing the alert process with service providers
regarding revoked credentials. The CIMS was developed to process millions of enrollments utilizing
DaonEngine, a highly flexible, secure and scalable identity software
platform which serves as the backbone for identity assurance programs
around the globe. Working with Daon, a leader in biometrics software,
the SBCN successfully deployed an operational CIMS only 69 days
following final approval of the Registered Traveler Interoperability
Consortium (RTIC) specification by the TSA.
