The Ohio Federation of Teachers announced this morning that it is lobbying the IRS to examinewhether White Hat Management, which operates Hope Academies and Life Skills Centers, should beconsidered a nonprofit. There are two Life Skills schools in Columbus. The union says:White Hat, which operates out of Akron, negotiates contracts on behalf of schools using similarcontracts. The IRS says management companies such as White Hat should let local school boardsnegotiate such contracts and management agreements.

While the strategy has no statutory powers it evolved through a recognised consultative process giving persuasive weight in resource management decision making. For three years people concerned about the river worked on a practical strategy ranging from the headwaters to the sea. The Orari River Catchment Management Strategy was agreed to at a recent public meeting in Geraldine. It's goals include protecting natural values, efficient resource use, economic sustainability and balanced recreational, cultural and historic opportunities.
